# Canadian emigration still near record brain-drain pace

Canada keeps importing people and exporting its own. Statistics Canada estimates about 24,930 citizens and permanent residents emigrated in Q2 2026 — the third-highest second-quarter outflow in more than 70 years of comparable data — up 1.1% from a year earlier.

On a rolling 12-month basis, 112,116 people left through Q2. Net emigration (leavers minus returners) hit 12,889 in the quarter, the second-biggest Q2 on record after 1997’s brain-drain peak, and the 12-month net outflow reached about 61,829 — the highest in a generation outside late-1997. Return flows are not closing the gap; outflows look like a trend, not a one-off shock.

The inflation and productivity read-through is brutal: Canada is losing younger, higher-skilled workers while leaning on immigration to plug headcount. Soft population growth from temporary-resident cuts does not fix a retention failure that drains the tax base and the talent Ottawa claims it needs for living standards.

Policymakers celebrate inbound visas; the leavers’ ledger says the retention problem is still compounding. One immigrant in does not cancel one high-skill emigrant out — especially when the people leaving are the ones Canada spent decades trying to train or attract.
